Binding Question

1.      “Shall the Town of Westport vote to have its elected Treasurer become an appointed Treasurer of the Town?”

Explanation:  A “Yes” vote means that the Town Treasurer would be appointed by the Board of Selectmen.  A “No” vote means that the Town Treasurer would be elected.

 

 

Binding Question

 

2.      “Shall the Town of Westport be allowed to exempt from the provisions of Proposition two and one-half, so-called, the amounts required to pay for the bond(s) issued in order to: (1) undertake Police Station Mold Remediation – Phase One, and (2) acquire and equip the following pieces of capital equipment: (a) Information Technology Department – Computer Systems, Phone System, and Copiers; (b) Highway – Freightliner Truck w/Plow and Sander, and Chipper; (c) School – Van and Pickup Truck; (d) Fire – Engine 4?”

Explanation:  In 2013 Town Meeting voted to authorize borrowing for the equipment listed in the ballot question.  A “Yes” vote means that the approved debt service cost will be excluded from the property tax levy limit.  A “No” vote means the the debt service cost will not be excluded from the property tax levy limit. 3.      “Shall the Town of Westport be allowed to exempt from the provisions of Proposition two and one half, so called, the amounts required to pay for the bond issued in order to fund (1) paving the Macomber School parking lot, (2) a new well for Westport High School, (3) a new pickup truck for the Highway Department, and (4) cars/SUVs for the Fire Department for the fiscal year beginning July first, two thousand and fifteen?”

Explanation:  On the 2015 Town Meeting Warrant is a request to borrow funds to purchase the equipment listed in the ballot question.  A “Yes” vote means that if the Town Meeting article is approved the debt service cost related to that article will be excluded from the property tax levy limit.  A “No” vote means the the debt service cost will not be excluded from the property tax levy limit. ($294,000.00)

4.      “Shall the Town vote to change the status of Beach Avenue to convert it to, and manage it as, a Town Beach property much like the Town Beach property at Cherry & Webb Lane?”

Explanation:  Presently Beach Avenue is presently a public road.  This question seeks to have it cease to be a public road but continue to be used for access to Knubble Beach and parking.  A “Yes” vote means that you want to have Beach Avenue only for access and parking.  A “No” vote means that you want to have Beach Avenue continue as a public road.  This is a non-binding question.

5.      “Shall the Town of Westport continue to maintain Beach Avenue to the Knubble as a public road to provide public access and parking for Town residents with Beach Permits?”

Explanation:  Presently Beach Avenue is a public way.  A “Yes” vote means that the voters would like to keep it as a public road.  A “No” vote means that the voters would like it to stop being a public road.  This is a non-binding question.

6.      “Shall the Town of Westport contract with an outside firm to conduct the 10-year revaluation of the Town's property assessments?”

Explanation:  Every ten years the town must complete a property assessment revaluation.  Presently the Town utilizes its Assessing Department to do the revaluation “in-house.”  This question proposes having the revaluation completed by an outside firm.  A “Yes” vote means you want to have the property assessment revaluation completed by an outside firm.  A “No” vote means you want to have the Assessing Department complete the property assessment revaluation.
