1. The meeting was called to order at 7:00 pm by Chair Sharon Connors (SC)). SC named Bette DeVeuve (BDV) to act as a voting member in place of one of the absent members. SC explained that this additional meeting would not cover “General Business,” but would instead consider pending applications for certificates. She noted she is an applicant for a Certificate on Non-applicability, and is the abutter of another applicant for a Certificate on Non-Applicability, and will recuse herself from the chair for those items. For those parts of the agenda, Geraldine Milham (GM) would assume the chair. Others present included:

A. Public Hearing for Changes to Certificate of Appropriateness, dated November 5, 2007 for 1953 Main Road.
1. Barbara Koenitzer and Chris Wise, Architect, presented their proposal to: (a) change house wall shingle color; and (b) change garage location and other design changes.
2. House Color: Chris Wise explained that rather than paint the house white as had been the original request (and approved), the owner now preferred to paint the house cedar shingles Galveston gray; the trim would remain white, and the shutter color (not under WHC mandate) would be changed to a deep green. All WHC members reported that they had visited the site to view the paint test samples in situ. ? moved and ? seconded a motion to amend the Certificate of Appropriateness to change the color to Galveston gray on the house. The vote in favor was unanimous.
3. Garage Location: Chris Wise explained that the proposed changes to the garage location were in part due to considerations of cost, as well as to move farther from the neighbor’s beech tree. He clarified that the drawings submitted for tonight’s hearing mislabeled the size of the garage, which does not change from that approved in the existing Certificate. He explained that moving the garage to a location closer to the road (east) and closer to the north property line would allow use of a full foundation (four foot frost wall and poured slab on grade), rather than building the west and north sides on pilings as currently approved. He explained that it was their arborist’s view that the new location (with foundation) would not adversely affect the beech’s root system. An abutter expressed concern that the change of method, even if it was farther out from under the tree’s canopy, may still harm the tree.
4. GM moved and Norma Judson (NKJ) seconded a motion to approve the location as shown in drawings, dated September 19, 2008. The motion was approved unanimously, with one abstention (SC). SC clarified that this approval to revise the location of the garage does not authorize any other changes to the garage, which need to be reviewed and approved separately. Chris Wise thanked the chair for addressing this issue separately, which would allow work to proceed on the foundation before winter sets in.
5. Chris Wise presented revised plans for the fenestration of the garage -- (a) change from raw cedar shingle as approved to painted cedar shingles to match the house;, (b) eliminate the ½ window on the east elevation; (c) change and enlarge the south door opening to French doors; (d) change the location of the window on south elevation. He confirmed that the decision on the door color remains undecided.
6. The general sense of the WHC comments raised concerns about the changes in the south façade. The applicant withdrew the application for the revised fenestration and informed that she will resubmit plans for the garage at a later date.
B. Certificate of Non-Applicability for 2065 Main Road.
1. Al Lees presented the proposal to stabilize the existing foundation and build a new concrete wall inside the foundation (2 -2.5 feet plus 2 feet above ground). That approach allows the exterior of the building to remain as it is, with shingles all the way to the ground. Mr. Lees acknowledged that this would not protect the building from storm surges, but explained that special drainage would be installed to remove intruding water.
2. NKJ moved and Arlene Cloutier (AC) seconded a motion to approve a Certificate of Non-Applicability for this work, because it is not visible from a public way. The vote in favor was unanimous.
C. Certificate of Non-Applicability for 2032 Main Road.
1. SC recused herself as chair, and GM assumed the chair and demanded the gavel too. SC, as applicant, explained the proposal to replace shingles on the boat storage shed roof, like for like.
2. GM reminded that roof color and material are not under WHC review authority. NKJ moved and Bette DeVeuve (BDV) seconded a motion to approve a Certificate of Non-Applicability for this work, because it involves a feature not under WHC review mandate. The vote in favor was unanimous (five votes, with SC recused as applicant).
D. Certificate of Non-Applicability for 2037 Main Road.
1. Betty Slade, applicant, explained the proposal to replace the existing asphalt shingles with cedar shingles on the east roof of the main house.
2. Jane Loos (JL) moved and AC seconded a motion to approve a Certificate of Non-Applicability for this work, because it involves a feature not under WHC review mandate. The vote in favor was unanimous (five votes, with SC recused as abutter). SC resumed the chair.
Adjournment. SC reminded that WHC would meet at its regular date – first Monday of the Month, on October 6, 2008, at 7pm at Town Hall. The meeting adjourned at 8:20pm.
